That depends on how picky you are. Most of the amphibians will do ok but not in a spectacular fashion. It's a trade off. A camera that is permanently in a housing to do both above and below photography for a relatively cheap price. They have average features and their images show that. Sea & Sea, Bonica and Sea Life make these types of camera. Typically 300-800 bucks.
If you want high end and want to be fully in control of the images you take then opt for a pricey DSLR with a specific housing for it made by a company such as Ike Lite. The housing alone starts at 500 bucks, strobes start at around 300 and up...the camera...the sky's the limit. You'll have a camera rig though that does both underwater and above water photography as good as it gets.
If spending over 2 grand is out of your budget, you can still find a good point and shoot with many features for about 350 bucks and then add that $ 500 housing for a good basic rig that will outperform an amphib.
Myself? I use a Canon A720IS with an Ike Lite housing/strobe kit. Total cost was about $ 825. It has manual/auto white balance, macro and even an auto underwater mode besides the usual digital features.

Digital or Film?
You don't specify.
$ 400 will not buy a "Pro" dSLR but it will buy a very good Pro fSLR like the Nikon F5 or F3HP.
Keep in mind that film cameras are "digital" as well. Just about all of my roll-film frames end up as a hi-res file. I can get 17 to 21mp out of 35mm.

I personally do not advise starting with digital. However, for your money you should look into a gently used Nikon D50 and 50mm F/1.8

Well.. hold tight, you should get a ticket in a few days if it is a speed or red-light camera. Traffic enforcement cameras are usually set up to capture the license plate. Now depending on the intersection, it may flash from all four directions and you may have only noticed it from the drivers side. Flashes happen really fast and don't last long, typically only about 1/50000th of a second. Just because you noticed it from the drivers side, doesn't mean it didn't actually happen from the rear.
There are lots of other things it could be though. It'll be hard to answer without knowing the location. It could have been the sun reflecting off something and being focused on you for that short amount of time. It could have been somebody on the side doing flash photography??? Just hold tight and you'll find out soon enough if it was a traffic enforcement camera or not.
The flashes used in most traffic enforcement cameras are just a strobe. In layman's terms, it's the same as a normal camera flash.

Actually there isn't such a thing. The closest you can come is what some folks are calling a bridge camera. What that means I'm not sure but these devices are the size and weight of an SLR without actually being an SLR. They have every control of an SLR accept manual focus.
I have an older model of this type, a Fuji 9000. Fuji has a pretty good line of these cameras.
Understand most aren't cheap but they work very well.

There are three categories for infrared lasers. They are named near infrared, mid infrared, and far infrared. A green laser operates in the visible spectrum and is not infrared region. The infrared region is above the visible spectrum.
Night vision cameras typically can detect in the near infrared, which includes people. Today, lasers are available in near, mid, and far infrared, but most common laser pointers are in the visible range. Industrial lasers used for cutting wood and metal are in the far infrared so the night vision camera will not see them.

An infra red camera uses infra red waves. An optical camera uses light waves.
In astronomy both cameras are used to explore galaxies and the space. The advantage of using an infrared camera is that the IR camera can see through dusts and gases. So astronomers can get a clear picture of those galaxies and space. But dusts can penetrate optical waves.
IR camera is used in finding people in a smoked place like fire situation.

Look at the Canon EOS Digital Rebel Series (XS, XSi, XT, XTi). They're great entry-level DSLRs with sharp image quality and great reviews.
Also look into the Nikon D5000, D3100 and D3000. They are the Nikon version of the Rebels and are just as good (plus HD video).
Also buy a lens. DSLRs come with 18-55mm lenses, but you may want something a little more or a little less.

Go to Best Buy and tell them your price range. For 200 you can get a decent 6.0 MP camera. i go with a Sony or Nikon for the $ 200 range

Some of Fujifilm's newer models do allow you to charge the camera battery via a computer with the supplied USB cable. So, it depends on which actual J series camera model you have (not all allow it). Check your Owner's Manual...'Charging the Battery' to see whether you can charge via your computer.

You are suffering from what's known as shutter lag. EVERY digi point & shoot I have ever owned has it. I missed a bunch of good shots; drove me crazy.
I bought a dSLR and now rarely miss a shot. Virtually no shutter lag and you can use faster lenses on it. Faster lenses mean you are less dependent on the flash to get a good shot in low light.

you probably would want a smaller lighter camera just because its easyer to have with you...it should have good zoom, mine has 5x optical zoom and its plenty.less than three megapixels isn't worth it,id say at lest 5.it be good to have different properties for different settings such as candle light,close up,and things in motion. i fine that Kodak and Sony are good brans

What gives a camera its picture quality?
The short answer is that it is mostly the skill of the photographer that produces high quality pictures. The lens and camera are very important, but the ability to set the scene, adjust the cameras settings, and hold the camera very still or use a tripod with auto or remote shutter actuation when required is what gets the great pictures.
In new cameras, look for optical viewfinders (LCD invisible in bright sun) and check battery prices. High mega pixel settings take longer to process and may not be needed unless required for very large pictures or enlarging small parts of big pictures. Maximum print size for a 3 mega pixel setting is 8 x 10 inches.

The information about my camera is just to show that you don't need the biggest and best. Just know how to use the one you have.
My camera has 5.2 mega pixel, but I use 3 most of the time because it gives great results, is faster, and takes less memory. Also, it only has a 3 x optical zoom and 7 x digital zoom. I never use the digital zoom because making pictures larger works better on the computer. This is an old camera, but everyone is impressed with the quality pictures it takes ... like magic.
Check with the Geeks in several stores and compare prices. Ask what cameras they own, but don't believe everything you hear. Once you select a camera read all about it in the owner's manual. Just learned that my camera has red-eye prevention and correction. It also has adaptive lighting. some cameras are very expensive because of the lens that they use to reflect light (such as sun).. but im sure you dont want that kind of camera.... the only think you have to worry about when buying a camera is pixels... the more pixels the clear the shots.. at every store they will tell you how many mega pixels and the can range from 1.0 to 1.5 mega pixels(this usually in laptops) and the highest i've seen are 16 or 17 mega pixels i think
new phones can go up to 5 mega pixels if im right..
it's best to tell you what you need to look for when buying a camera so you know you feel good when you get your money worth rather than have someone pick it for you and not knowing anything about it....^.^

depends on depth. The Olympus Stylus 8000 "Rugged" is a good all-around camera with movie mode. For depths to 10 feet, the Stylus 550 is an economical choice. since you plan to use this in the water, i suggest you get the optional bouyant strap because otherwise the camera will sink.

Professional photos has much more to do with your skills using a camera
Professional photographers use cameras that cost over $ 5,300 and that are dSLR cameras.
For $ 200, you will have to forget "clear, professional" photos.
Yes, with the right skills, you can get good "clear" photos and them may look "professional" if you have the skills to shoot such images, but in the end, the quality produced by a dSLR with a sensor that is 15 times larger than a P&S camera will always be better. This is just basic physics. The larger the individual pixel, the higher quality image will be produced.
For around $ 200, you can buy a decent, inexpensive P&S camera, but you will be challenged to produce the images you hope to shoot

Best? That's relative. If you're serious about this you could spend 3 large or more for a really good video camera. If you're not that serious there's lots of video cameras out there in the $ 300 range.

Well, I would recommend a Nikon if you're serious about photography, meaning if you're looking for a career in photography or if it's in your budget.
Nikon D40's are the cheapest Nikon DSLR's they make, and they're relatively easy to use.
If you want a digital camera I would go for a cannon, those are very good digital cameras.
